Michael Lindsay, President and Chief Executive Officer
Michael Lindsay is President and CEO of Infrastructure Ontario (IO). He was appointed CEO in November 2020. In this role, he works closely with his Executive team and with partners in both the public and private sectors to build, manage, finance and enhance the value of the Province's assets.
Michael Lindsay rejoined Infrastructure Ontario as President, Project Delivery, in 2019, bringing his extensive experience supporting a range of innovative public and private partnerships.
Prior to returning to Infrastructure Ontario in 2019, Michael served as Special Advisor to the Government of Ontario on the upload of the Toronto subway system.
Michael also previously served as Head of Strategic Partnerships & Government for the Investment Management Corporation of Ontario (“IMCO”).
As the Global Director of Infrastructure Planning & Advisory at Hatch, Michael helped governments create public private partnerships (“P3s”), and helped private investors effectively negotiate the terms and scope of those partnerships.
From 2014 to 2016, Michael was Senior Vice President of Commercial Projects at Infrastructure Ontario. In that role, he was responsible for commercial transactions related to the financing, development, and divestiture of public assets in Ontario (e.g. land, buildings, services). His team structured P3s related to energy, transit and social infrastructure, and contracted private entities to deliver services through a range of outsourced models.
Prior to this, Michael was an Associate Principal with McKinsey & Company, where he was a core leader of the Canadian Public Sector Practice. He helped provincial and federal ministries reduce costs, improve service, and analyze the effectiveness of money spent on economic development and innovation.
Michael is a graduate of Oxford (MPhil) and Queen's University (BAH).
Angela Clayton, President, Project Delivery
Angela Clayton is the President, Project Delivery with Infrastructure Ontario where she is responsible for overseeing the strategy, planning, and implementation of infrastructure projects across Ontario.
Angela is a Chartered Professional Accountant with a bachelor’s degree in commerce and several professional designations including Project Management Professional, Facilities Management Administrator, and Real Property Administrator.
She is a passionate advocate for women in the infrastructure sector and is actively involved in the Women's Infrastructure Network. She is currently a director on the boards of the YW Kitchener-Waterloo and Ronald McDonald House Charities Toronto.
Kim Ellis, Executive Vice President, Corporate Services
Kim Ellis, Executive-Vice President, Corporate Services, joined Infrastructure Ontario in 2015 to lead a team of professionals who have the overall accountability on all Human Resources matters within the organization. Together, the Corporate Services team provide the systems, tools, processes and information technology that help IO's people to do their best work every single day.
Kim brings with her more than 25 years of experience in Human Resources within the technology, healthcare, infrastructure and financial services sectors. She specializes in employee relations, labour relations, training, and employee development. Her most recent experience prior to IO was with SNC-Lavalin as Vice-President, Human Resources.
A Queen's University graduate, Kim also holds a Certified Human Resources Leader (CHRL) designation.
Heather Grey-Wolf, Chief Development Officer
As Chief Development Officer, Heather Grey-Wolf oversees IO’s work on transit-oriented communities, leveraging surplus lands for government priorities such as long-term care, and supporting master development exercises like the redevelopment of Ontario Place.
Heather’s experience is a unique blend of development leadership across the public and private sectors. Most recently, as Senior Vice President at Capital Developments, Heather was responsible for a $2.1 billion development and construction portfolio. Prior to that, Heather established a $1 billion national multi-family development program with Realstar Management.
As a senior development leader with the Toronto Community Housing Corporation (TCHC) for seven years, Heather led the revitalization of the 69-acre Regent Park, the largest urban renewal project in Canada. Heather’s team was responsible for the relocation of 2,000 families, the demolition of 54 buildings, and the delivery of roads, parks, community infrastructure, 300,000 square feet of commercial space, and 7,500 units of multi‐family housing. In five years, Heather and her team delivered over 1,850 units of multi‐family housing (over 700 rental units and 1,150 condominium units) on time and on budget.
Heather is passionate about the outdoors and spends her spare time swimming, running, biking, and hiking with her family. Heather has an MBA from the Rotman School of Management at the University of Toronto, a B.Arch and B.Sc from McGill University, and is a licensed architect with the Ontario Association of Architects.
David Ho, Executive Vice President, Procurement and Program Management
David Ho is responsible for the strategic oversight and operation of Infrastructure Ontario's procurement, capital project controls, program management and environmental management functions in support of IO's capital delivery, asset management and commercial advisory business lines.
David has been a member of IO's executive team since 2018, and continues to lead in IO's efforts to integrate its transaction structuring and commercial supporting services as part of IO's mission in partnering with both the public and private sector to modernize Ontario's public assets.
Since 2014, David has led IO's procurement function - specializing in IO's procurement of P3 infrastructure and continuing its evolution as a global l leader among public sector entities in the complex procurement of large capital projects and commercial transactions. Since 2018, David's efforts have included the establishment of a modern and centralized capital program project controls function, building out IO's capabilities in estimating, schedule management, capital program risk management, quality management and process optimization, and Agency governance. Recently, David assumed responsibility for IO's environmental management, heritage, energy services and geomatics and surveying teams, which provide a array of technical and transaction services to all of IO's business lines.
Prior to joining Infrastructure Ontario in 2010, David was an associate at Torys LLP, where he practiced law in the area of mergers and acquisitions, energy and infrastructure. David holds a B.Sc.H (Biology) and B.A. (Economics) from Queen's University, M.B.A. from the Schulich School of Business, LL.B. from Osgoode Hall Law School, and was called to the Bar of Ontario in 2007.
Toni Rossi, President, Real Estate
A 30-year real estate professional, Toni Rossi leads the Province of Ontario Real Estate Portfolio - one of the largest in Canada - and served as Infrastructure Ontario's (IO) Interim President and Chief Executive Officer. Toni was also President of IO's Lending Division and a key member of the Executive Team merging the Ontario Realty Corporation and IO in 2012.
Prior to joining IO, Toni was with Oxford Properties and Cadillac Fairview. Having her ICD Designation, Toni shares her knowledge and experience with industry and community. She is a Director for Habitat for Humanity Canada. Toni also served as Board Chair for Habitat Toronto, was the first Chair of the largest Canadian Women Build and the inaugural Board Chair for a Canadian Olympic Athlete's Fund, ULI's Women's Leadership Initiative, was Board Director for Toronto CREW, and a member of Toronto's Legacy and Toronto CivicAction committees.
Toni currently serves on Ryerson's Realty Advisory Board, ULI's Advisory Board, co-chairs the Federal/Provincial/Territorial Realty Committee, co-chaired the 2017 Toronto Real Estate Forum and is Chair of the REALPAC Board.
Amar Singh, Executive Vice President, Commercial Advisory and Strategy
As the Executive Vice President of Commercial Advisory and Strategy, Amar Singh oversees the work of IO’s Commercial Projects division, which provides advice and analysis to the government on large commercial transactions.
Under Amar’s direction, the division identifies and develops strategic partnerships with the private sector, undertakes commercial negotiations to transform government assets, and works to maximize the government’s return on investment. Recent accomplishments have included the sale of strategic assets to fund new transit, the design of a province-wide procurement to deliver broadband infrastructure to underserved communities, and the completion of a competitive process for the redevelopment of Ontario Place.
Before assuming the position of EVP, Amar has worked within Commercial Projects for nine years in managerial and executive positions. Prior to joining IO in 2011, Amar held advisory and managerial positions in Ontario’s Ministry of Finance, Ministry of the Environment, and Ministry of Health and Long-Term Care.
Amar has a B.Comm from Ryerson University, a MBA from Wilfrid Laurier University, and is a CMA and CPA.
Priyal Thakrar, Chief Financial Officer and Executive Vice President, Lending and Technology
Priyal Thakrar, Chief Financial Officer and Executive Vice President, Lending and Technology, joined Infrastructure Ontario in 2019. In this role, he leads the Finance, Risk, Audit, Strategy, Information Technology, Infrastructure Lending and Commercial Projects teams.
Priyal brings more than 20 years of international experience in finance, strategy and transformation, mainly in the financial services and technology industries. His most recent position was with Scotiabank as Vice President, Financial Planning & Analysis and Transformation with its International Banking Division. He has also held leadership positions at Manulife, Aviva, Canada Life and BMO.
He holds a Bachelor of Commerce degree from Carleton University, an MBA from York University and is a CPA, CMA.
Eric Tilley, General Counsel
Eric Tilley, General Counsel, joined Infrastructure Ontario in 2010 and has been leading the Legal Services team since late 2014. As General Counsel he is responsible for all legal affairs and services being delivered at IO. He also leads the Transaction Finance team and the newly formed Dispute Management Office at IO.
As the head of the transaction structuring and legal teams, Eric leads a team of professionals that advises on strategic matters related to risk allocation, project structuring and market conditions. His team is responsible for providing transaction structuring for all phases of projects and transactions, including structuring, procurement, negotiation, implementation and delivery. Further, through the Dispute Management Office, his team ensures the consistent treatment of disputes as they arise.
Eric joined Infrastructure Ontario in 2010 after having practiced commercial real estate law for both McMillan LLP and Goodman and Carr LLP.
Eric obtained his LLB from the University of Ottawa in 2004 and was called to the Ontario Bar in 2005.
