Real Estate – Direct Delivery Project Services

Our Agency is responsible for all real property assets of the Government of Ontario owned by the Ministry of Infrastructure (the General Real Estate Portfolio).

Amongst our responsibilities for management of the General Real Estate Portfolio is the delivery of capital improvements in the range of $10 million to $100 million in value. These capital projects are typically procured under a traditional design-bid-build procurement model, making use of the standardized CCDC-2 stipulated sum contract with supplementary conditions and issued under a direct delivery open-market request for tender. As part of our commitment to health and safety, we are also phasing-in Certificate of Recognition (COR) requirements for these projects. Prior to the issuance of tender documents, we procure the third party services (including architectural, engineering, mechanical and electrical and other realty services) in support of the project. From time to time, large direct delivery mandates may involve the use of a project management service provider whose responsibility is to subcontract the various third party and construction services required for overall delivery of the program capital improvement. These project management service providers are procured only as required for a project and have a mandate that is distinct from the service providers who participate in IO’s Outsourced Service Provider Program.
